One of the most relaxing things you can do in Goa is to get away from the crowds and go fishing. Several boat owners offer trips from the various beaches. We have done several boat trips - fishing, dolphin-watching, and a nice long boat ride around the sea - from the boat owners located on the road to Fort Aguada (near Candolim/Sinquerim).
You'll have plenty of options for trips and plenty of boats to choose from. Get prices from different guys and be sure to bargain a little.
Try to go early in the morning or later in the day when the sun is not so hot. In any case, wear sunscreen and a hat, and bring plenty of water!
We did see dolphins and we did catch some fish - itty bitty rock fish.

Fishing in Goa
There are fishing options available now. It was not well organised earlier but now that some people are out to get things done the properway, fishing is something worth trying in Goa.

He will take care of things..Be it trawling, Rock fishing neat Aguada Jail ( a nice spot but you loose lots of weights and tackles, but chances of catching a big Red Snapper or a grouper weighs over 2 kgs are not remote
) or even River fishing near Siolim...
Seeing the fishermen at work is a great way to see the locals doing what they do best and the amount of fish that they catch so close to the shore is pretty good.
Fishing in Goa
There is no license required to fish in India. Aguada Fort is also called the fishing pier. It is worth going out to this fishing area just for the view.
