Permits: Inner line permits are usually required for some of Lahaul & Spiti, and Kinnaur. Regulations, and their implemantations, have noticeably relexed in recent times. Check the current regulations with the relevent authorities or other travellers.Foreigners can travel between Leh & Manali without permit. A permit is not usually required for travel between Leh, or Manali, and Kaza, the capital of the Spiti sub-district.From Tabo to Rekong Peo, you need a permit, but from Rekong Peo to Shimla, no permit is required.Permits can be obtained from the District and sub-district magistrates offices in most regional centres. It's better to get them in Kaza or Rekong Peo so you don't waste any of your seven days permit just getting to these places.
