What to buy: You can buy good cotton and silk sarees in Puri around the Temple Road. There are various Government Emporiums, yes many of which could be fake, so do take care! At the government emporiums and the other local shops you will find many varieties of cotton sarees, cloth materials, dupattas, and a few ready made garments. They are very colourful, and also very cool under the hot sun.
You may also find various religious items (which is a matter of religion ad belief). If not to buy, these stalls are very interesting to browse through.
Also, I suggest to buy the local handicraft items from Raghurajpur or Pipli. The prices may not differ much, but you will find much more varieties at these places, and more over these people here need and deserve their work to be acknowledged.
Yes, like in any other place in India, do bargain.

All the way down Grand Road outside the Jagannath Temple, you'll find stalls selling these colourful figures. They are of Jagannath (black face with large white eyes), together with his brother Balbhadra (white face and arms) and sister Subhadra (no arms). They all have huge, all-seeing eyes and outstreched arms to protect and bless all mankind.

Fruit & Veg Market: On Grand Rd

I also like walking around street markets, shops and even inside supermarkets in foreign countries. There are several sellers sitting on the road selling their locally produced fruit and veg on Grand Road. Despite the levels of poverty in Orissa, there were plenty of sellers selling what looked like fairly good quality produce.

As I was walking along the Grand Road after viewing the Jagannath Temple, I saw these guys pushing cycles along stacked with small bags that looked like they were made from some king of reeds.
