Warning the roads are great in Chandigarh. Why the warning?

My taxi driver came into the city at 80 kilometers per hour. I saw a smashed 3 wheeler at the circle that looked like the vehicle that hit it broadside and practically disintegrated it was going at least 80 kilometers per hour. Good roads, high speeds; warning.
