BEMO or ANGKOT is a very useful and cheapest transportation means for peoples or tourist, with a flat tariffs IDR 2,500 near or far from one point to another in one route. It was some kind of minivan with various colors: white, green, yellow, blue with full of western English music from Rock, pops, country.
A ferry or Speed boat run everyday from KUPANG to ROTE island vise versa, ferry would take four or five hours from Bolok seaport at Kupang to Pantai Baru seaport at Rote island, while speed boat would take two hours from Tenau seaport at Kupang to BA'A seaport at ROTE island.
At this moment, Ferry cost was Rp. 36,000,- per-passenger while speed boat cost was Rp. 105,000,- per-passenger
Garuda fly everyday to Eltari Airport at Kupang from Jakarta, Surabaya or Denpasar, if climate condition was okey the flight from Denpasar would take one hour twenty five minutes. Garuda was Indonesian National flight, the service was okey, the crew was very friendship
Kupang became the harbour town of West Timor because of its sheltered location at Kupang bay. Yet the bay is deep enough to allow fairly big ships to come to shore.
Tenau Harbour, 10 km west of the old harbour in Kupang, is now the main harbour.
Two km further south, at Bolok is where the ferries depart for Rote and Sabu islands, and that you can hire a boat for Semau island.
Kupang taxi's have fixed rates for all common destinations. Instead of negotiating ask to see the list. A ride from the airport to town costs Rp 60,000, a trip to Tablolong beach Rp 175,000.

We wanted to do as much as possible during our days in Kupang, and were very glad to meet mr Ony Meda, the owner of Lavalon B&B, who also acts as tourist guide. He has years of experience and knows the region very well. He is careful to explain beforehand the details of a proposed tour including the cost, asking a fee of Rp 100,000 p.p. per day for his services.
We toured two days with mr Ony, one day to Semau island, and one round tour doing Monkey Cave, Crystal Cave, Tablolong Beach and Oenesu falls. Fancy on the second day we had a swim three times, first in the cave, then on the beach and finally at the falls. Mr Ony seemed to enjoy the trips as much as we, although he must have been at those places uncountable times.
Distances around Kupang are not as far as around Soe, transport consisted mainly of ojeg behind mr Ony and a colleague: comfortable enough.

This is the most common route that I 've been following the last years. It is now easier to fly directly from Bali to East Timor than via Kupang.
Now that East Timor is an independent country the land route from Kupang to Atambua and then to Dili includes an intern. border crossing.
Exactly that border is not the safest place in Timor, but last time I was there I had no problems.
