The quickest way to Bali from Jakarta, without flying, is travelling with bus. You will find several bus operator who travel Jakarta-Bali, like Lorena, KramatJati, Safari Dharma Raya, etc. The journey will take 24 hours time.
Normally we book the ticket several days prior the departure date. But I think you can buy the same day ticket at bus terminus, like Pulo Gadung bus terminus or Rawamangun bus terminus. If you take Lorena bus you can depart from it pools at Lebak Bulus, South Jakarta.
Taking train to Bali is not a "normal" way, because you must stop over at Surabaya, and shift from train to bus in Ketapang, Banyuwangi, East Java.
one of the nightmare going around jakarta is the cutting throat traffic jam. since a couple years ago, the jakarta goverment created a traffic jam free public transportation called busway (the official name is transjakarta).
the south-north line is from blok m until stasiun kota and they just open the west -east new route. it's so cheap, only Rp 3500 for one ride.
the cool thing about riding busway is when you're on it, you can laugh when you see the traffic jam around you trough your window, you're traffic jam free!

I suggest you to take Taxi. But make sure that you take Blue Bird Taxi. Many blue taxi but some of them are not Blue Bird one. Just browse the image of blue bird Taxi. It is reliable taxi service in jakarta. I dont think they will charge you high as you will travel on saturday. They use meter.
The traffict on weekend in Jakarta is quite easy. No trafict jam at all normally. Plenty Blue Bird taxi around Monas.

Getting around Jakarta can be done cheaply and affordable for the heat stricken visitor. Blue Bird or Silver Bird taxi's can run you about a WHOPPING (sarcasm) $6.5 per hour chartered!!! I was shocked when I booked transportation around the city's sites and paid only $40 for a little over 6 hours.
There are other options available but not as reliable if you're on a fixed time crunch such as myself. I don't have time or willingness to negotiate and bargain down already great rates as I'm not a cheap sap. Trains run infrequently and buses need to be pre-arranged. Jumping into a taxi at the hotel worked great and got me back in time for drinks and live entertainment.

Soekarno-Hatta International Airport (CGK) has a new spanking Terminal 3.
Coming from the city it is right before terminal 1 & 2 roundabout. Every taxi & Damri bus knows the place, just inform them your Terminal destination.
They have 2 lounges, Bakmi GM, free wi-fi all over the terminal and lots more.
As of January 2010 only Air Asia & Mandala are using the terminal.
As previous reply, dont worry about the Blue Bird Taxi. You can find easily. Many blue taxi, but some of them are not Blue Bird. You can see from the big sticker and from door of taxi.
The cheapest and safe way if you dont feel rush is using Busway. Take bus from Kampung Rambutan to Kampung Melayu. From Kampung Melayu, you take the route to Matraman. In Matraman, you will find the interchange. You move from the bus, and choose the route to Dukuh Atas. From Dukuh Atas, there is another interchange. You choose the route to Harmoni. From Harmoni, choose the route to Lebak Bulus but you hv to stop at Grogol 2 station. Get off from this station and then u can take ojek or taxi from here. It is very near.
Using Busway looks headache but actually it is very easy. For those routes, you only pay 3500 Rupiah.

From Airport to hotel, I suggest you to take the golden bird (it's limo service of blue bird group). They have a Toyota Innova for 7 seats or you can take the smaller one - Toyota Avanza (if you arrive with 2 person + 4 luggage, it will be ok to take avanza). They have a drop off service, for IDR 200,000 from airport to hotel (including the toll fee). Just call +62217941234 and give your flight number before you fly and just go to the golden bird counter (right side from the exit gate, after custom check point)after arriving.
1. There are two kind of train from Jakarta to Bandung vice versa. ARGOGEDE and PARAHYANGAN.
For ARGOGEDE, it is train with aircon. The earliest train from Gambir is 6.10 AM. Fare is 50,000 IDR.
For PARAHYANGAN, there are 2 type of train. One with aircon, the other one is without. PARAHYANGAN with aircon will cost you 40,000 IDR. And the other one will cost you 25,000 IDR. The first train will start at 5.10 AM from Gambir.
2. Pasarbaru is not far from Dago and Ciampelas. Actually Bandung is not really big city like Jakarta. So no worries if you already booked the taxi to take you around.

I dont recomend to take bus from your hotel. It is quite far. U can choose van or train. If you go by van, the journey will take 2 hours approx. But if you take train, it will take 3,5 hours. The flexibility for taking van is you can choose which place to arrive in Bandung. As per your previous question, you want to go for shopping. You can choose Dago (it is the heart of Factory Outlet) or Cihampelas (central of jeans). But if you go by train, you hv to find taxi to go to those place. The advantage by taking train is Bandung Train Station is very near by Pasar Baru. You can go by walking.
If i m not mistaken, the eraliest train from Jakarta to Bandung is 5 AM.
Train station tht near from your hotel is Gambir. Take taxi from your hotel. It will cost you 15.000 IDR - 20.000 IDR.
To notice which blue bird taxi is you will see quite big sticker BLUE BIRD from front. Googling the image of blue bird taxi.
But if you take taxi from airport, you can notice some guys wearing blue vest written Blue Bird. Juz ask them you need taxi. They will find it to you.
1. If your arriving time is 10.30 PM, i m not sure there is still budget transport (bus) from airport to the town. The best way you take Taxi. Please find counter BLUE BIRD taxi. Many blue taxi but not Blue Bird. Arcadia Hotel, if I m not mistaken, is in Central Jakarta. I think you only pay 40 MYR approx. It will take less than 1 hour.
2. If you wanna go to Bandung 1 day trip, it will be rush for u. But you can take van from Jakarta. Many van going to Bandung. You can choose X-trans, or Cipaganti. You can go to Jalan Blora to take that van. Ask the taxi driver to take you that street. Maybe it is only 3-4 km from your hotel.
Cost for van per person more or less 70.000 IDR. I m not sure what the earliest and the latest schedule. It may 5 am from Jakarta, and 10 PM from bandung.
3. For clothing in Bandung, you can go to Jalan Dago n Jalan Riau. Plenty factory outlet there. Or the cheap one you can go to Pasar baru.
