Aiming at regionally well-balanced development, Chiba PREFECTURE plans to expand and improve its road network in an effort to reinforce linkage with road networks in other parts of Japan and, with a view toward the future, enable people living in any of the other major cities of the PREFECTURE to reach Chiba City, the prefectural capital, in about one hour according to the 'Within 1 Hour of Chiba City' concept.

To this end, work is going ahead on construction of high-grade trunk roads, such as the Metropolitan Inter-City Expressway and Higashi-Kanto Expressway, to tie in with the benefits of the newly opened Tokyo Wan Aqua-Line.
