Well, rather than being a complete waste of time, it would be better to think of this place as a resting stop for those travelling by car, as it's inconveniently located otherwise.
What there is to offer here is a chance to pay a modest fee to see a panorama view of the area, free fee "high-tech" tourist information system on the ground floor, and the "Wosse 21" Tourist Shops. Car park available for up to 50 vehicles.
For those travelling by rail, there are similar shops lining the streets just outside JR Choshi Station, and a low-tech tourist information window at JR Choshi Station.
