The prefectural Zoo is also in Tobe, and is fairly standard as far as zoos go, but it's a nice place to take a picnic lunch. It's cheap too as far as zoos go, at around 450 yen for entrance.
It has been improved significantly in recent times as well.

Tobe town is well known for its pottery. There are several places along the main road where you can buy the local pottery.
I found it to be a good present for relatives back home, who already had enough Japanese trinkets given to them by me.
There is also one place where they allow you to make your own design, paint the cup, and then they'll bake it, ready for you to pick up in a week or so.
