im sorry i cant give you specific details on the exact road to use, but if you want a sublime view, ask for directions to Nakatsugawa University(there is only one)) keep on following the bending main road up the mountain past the university, the road is quite narrow, and takes about 15-20 mins, once on top of the mountain you will find a magnificent lake, hard to imagine a huge lake on top of a giant mountain, but there is, you can rent row boats, take a walk around the track next to the lake, or just sit back on the grass and engoy the totally relaxed atmosphere, the air (as in all parts of nakatsugawa)) is really fresh and clean..
hightly suggest taking an hour and doing this little adventure
