You can get a plane directly to Obihiro from Tokyo. If you already find yourself in Hokkaido, there are regular buses and trains between Sapporo-Obihiro-Kushiro; it's about a 2.5 hour train ride or a 3.5 hour drive.
Within Obihiro, the public transportation isn't great and it's expensive. Use a bike or rent a car or hitchike.

Obihiro is in Hakkido. My sister's friend lives there and we call him 'grand-dad'. She met him in New Zealand in 1984 when she was an exchange student. It's a quite city, people are nice and helpful....
