Luggage and bags: Carry a sandwich bag! There is only one restaurant closeby and it is kind of pricy. If you just intended to go up at the Mito Tower just to take a look, you can do this in probably an hour- that is if you opted to go to the tower and view the ongoing display at the museum.
Clothing/Shoes/Weather Gear: Depending on what time of year- wear something comfy!
