Tour buses that explore the Noto Peninsula leave from the central bus terminal located in the ryokan district. Some of them do not return to Wakura but go eventually to Kanazawa instead, and you might find this itinerary more convenient if you are also visiting Kanazawa.
Buses are operated by the Hokuriku Tetsudo Company (www.hokutetsu.co.jp) but they don't appear to have an English web site. It will be best to inquire locally.

JR Wakura Onsen station is the terminus of the JR Nanao Line. It is served directly from the Kansai area by the Express Thunderbird. The station is some distance away from the waterfront area where the ryokans are, but if you inform them ahead of time your ryokan's shuttle will meet you at the station when the train arrives.
