Hanami! During the end of March, through May throughout Japan, a great tradition is viewing the cherry blossoms. People sit on blue tarps under the trees and drink sake or other alcohol and generally celebrate! In Sendai, some of the famous places for Hanami are Tsutsujigaoka Park, Nishi Park and Aoba Castle.

A: Not sure that this is correct. You can get the train from Sendai to Ishinomaki. The line from Ishinomaki to Onagawa though does still look to be inoperable.
