Also called "Hirapaa", it is a theme park, with shows, rides, and even a nice rose garden. The rides are family-friendly, because it is a children's theme park, but there are activities that anyone can enjoy. The adventures are particularly interesting (some more than others), and for me, they were quite unique attractions. Taking colored orbs through a "forest" to match the colors in the shortest amount of time, the lazer shooters, and many others are fun. They always have some sort of show, which are advertised in the Keihan trains and the website. They are in Japanese, of course, but many of the shows are easy to follow even if you don't know Japanese.
In the wintertime, Hirakata Park has an ice skating rink and illuminated displays.
