It probably seems odd to call it a "Japanese garden", because this is Japan, after all, but the garden in Expo Park was designed to be a "typical Japanese garden", so that visitors could experience this aspect of Japan right here in the park back when the Expo was going on.
You can still visit today. There is a large central pond and a path that leads around it. There are waterfalls, lanterns, and many plants throughout the gardens. It can feel very remote when it's not too crowded, but the Japanese-ness of the garden definitely feels more tourist-oriented than authentic.
Above the garden is a nice viewing area where you can look out over much of the garden. There is also a nice gift shop.

Within Expo Park there is a rose garden that blooms beautifullly in the summer. The roses are organized by rows of the same color and there is a trellis covered in roses in the center. There is also a step fountain, and the moon that is meant to coincide with the Tower of the Sun is also here.
Entrance to the park is 800 yen for 23+, 600 yen for ages 15-22, and 400 yen for children.
