In the railway museum there are some cafes and so on, but these were incredibly busy when we visited.
Assuming that was the case, we went looking in the general vicinity before we actually entered the museum, and found Skylark around 5 minutes walk away. It's a family restaurant chain, where you can expect to have a decent lunch for around 1000 yen or so. There's a fair range of Japanese and Western dishes to choose from.
