Omiya Station is a very busy station, and has a lot of different services to different places.
All the bullet train services headed North and West from Tokyo stop at Omiya, specifically the Tohoku, Niigata and Nagano Shinkansen services, although it's close enough to Tokyo to just use local trains anyway. If you were heading to Tokyo from those places on the shinkansen, then it would be a good place to stop.
From Tokyo, depending on what part of the city you are coming from, various lines will take you to Omiya, including the Keihin-Tohoku, Saikyo and Utsunomiya lines.

The New Shuttle runs to the museum, one stop from Omiya station, with the one way fare being 180 yen.
It does resemble a monorail a bit, although is not quite one.
