This is located outside JR Station and use is free, and I also noticed some hotel/restaurants who offer the same for free (but also hoping to entice customers for other business by having them access the balcony pool via entering the building).
It's just a mineral hot spring wading pool, whereby you remove shoes, roll up trousers and rest your feet in the bath. On this day, this particular pool was not filled so perhaps it has limited availability only according to time or season?
