If you use the Shinkansen to get to Okayama station, you can then get on the JR Tsuyama Line to go to Tottori-ken. I think this way is the simplest. You can also take buses from Tokyo, Hiroshima, Kyoto, and Osaka, but I think the railway is easier and more convenient.

You can get around somewhat with the railways, but if you really want to explore Tottori-ken, you'll be much better of driving. Tottori-ken does not have any huge cities like Tokyo that may be intimidating for someone to drive in. It's cities are small for Japanese cities, so don't be nervous! A car and a map will get you anywhere you want to go!
