There is a bus service in Hagi but it only has two buses that go in different directions. To get anywhere you get on a bus and take it the whole distance, there is no bus going in the other direction, just one giant loop.
It is easier to rent a bicycle, it may be a little longer trip but you don't need to pass through all the areas that don't interest you.
