We were living in Atyrau for 3 years so we kinda know how to go around this town. First, this is not a tourist destination, mostly it's the spot where you join your spouse working at Oil Industry such as TCO, AGIP, Schlumberger etc.
So you had better take a preparation to rent a car from arranged by your company prior to your arrival. Make sure again that there will be somebody picking you up at the airport. re-check again before your departure.
Once your company has the car ready for you to go around the city then it would be much easier because you know how much you need to pay either daily/weekly/monthly so you won't have the hassle try to bargain and such since most of Atyray people don't speak english. Local Taxi are around the town but it can be a bit difficult if you don't speak Russian/Kazak.
And if you don't have the assigned car then you better take a walk in a short path to go the local market, don't go too far and always recall on the way back home. I'm not sure you can take bus to go around unless you speak local language and know where to go.
Atyrau people are nice but not friendly. They need time to be more familiar with outsider. This town is respectively safe for expatriats but don't take any chance.

The local busses is very often crowded, and if you are so unlucky to not get a seat, you will have to stand in a very uncomfortable position. But this is even though the cheapest way to get around town. The price for one ride is 25T (aprox. 0,2$) , and they leave every secound minute.
The picture does unfortunantley not show an Atyrau bus, but a actually a Norwegian bus that we spotted in Atyrau (!), marked with "Skolebuss" (Norwegian for schoolbus). I am wondering how this bus came to Kazakhstan...
