There are regular boat service between Penang-Medan and Penang-Langkawi (& Pulau Payar). It is about 5-6 hours to Medan, Sumatra, Indonesia and 2-3 hours to Langkawi.
Beware that the seas can be choppy and so get your anti-histamine if you are prone to sea sickness.
I took the an overnight bigger boat from Medan to Penang and decided that it will be my last time. It is a cheap way to get to Indonesia besides flying budget air.
This ferry terminal entrance is opposite Fort Cornwallis at the Esplanade, next to Victoria Clock Tower. It was called King Edward Place. The main entrance is called Swettenham Pier, which is around the corner and used for cruise liners and visiting military ships.
To reach Langkawi from Penang direcctly (i.e. without a change of transport), there are just TWO ways to get there.

There are three ferry daily running between Penang and Langkawi at Swettenham Jetty
9.00am 2.45pm (via Pulau Payar)
Langkawi 11.30am 2.30pm 5.30pm

The boat to Langkawi stop at Swettenham Port near Fort Cornwallis. The round trip ticket to Langkawi cost RM70. It has been raised a few time, may be due to the increment of oil price.
You can get the ticket in any shop around the port. There are travel agents selling the Langkawi ticket.
We took a ferry to the Langkawi Coral pontoon for a day of snorkelling. It costed 210 RM (including the snorkelling part). The ferry ride took around 1.5 hours each way and the water was very calm. We couldn't see much along the way but it was a nice trip anyway...
Langkawi Ferry connects passengers at Port Swettenham in Georgetown to Pulau Langkawi and also Medan in Indonesia.
One way fare to:
Langkawi - RM40 (adult), RM25.50(child)
Medan - RM90 (adult), RM45.50 (child)
I used to love getting onto ferries connecting Mainland and the Island, so serene especially late at night. Only costs 60cents, nothing beats having the whole ferry to you and your partner :)
Fares: Adult - RM0.60, Children - RM0.30
A flat rate of RM7.00 is charged for vehicles while passengers are charged RM0.60 per person.
The counter is situated near the Clocktower in Esplanade !
The ticket price is RM35 per trip, depart from Penang at 08:30, only one trip per day.
