KL has these "all in one" places which cater for different tastes. 12 SI (http://www.twelvesi.com.my/) is the complex comprising Atmosphere (the techno joint), Bliss (more garage, R&B, various fusions of electronica), Bar Fly (sort of like Coyote Ugly with girls dancing on the bars) and cafes to hang out in. Other establishments in the area are Espanda, Nouvo/Sangria Bar, Beach Club & the opposite Thai Club (tourist meat markets... avoid at all costs!), Passion (nice!). Rum Jungle has also just opened up at the corner of Jalan Pinang and Jalan P. Ramlee. Could be gone 6 months later, let's see. Zouk is another "all in one" complex. (http://www.zoukclub.com.my/unveil/enter.asp#) Zouk is the large, techno joint, Velvet Underground next to it is the R&B etc. equivalent, then there's the bars and cafes if you just want to chill out. Bangsar around Jalan Telawi there are many places, cafes, bars, restaurants all in a row, - Bar Flam, Bar Ohm, BarZar (moroccan sit on cushions on floor), Bilique, Pharmacy, irish pubs like Finnegan's, spanish tapas bar La Bodega, etc... places come up and shut down again after 6 months and change names but these are the longer standing ones around... you'll find something you like surely. Bangsar Village is another mall full of nice restaurants in the area. The other hotspot in KL at the moment is the Asian Heritage Row. Here you'll find Bar Savanh (balinese type decor with a good restaurant IndoChine upstairs - salsa nights on Sunday), Bar Blonde is an all-white bar, Saray Turkish Restaurant and all sorts of other places to hang out here also. On the street right next to the Sheraton Imperial Hotel on Jalan Sultan Ismail. Other areas like Tengkat Tong Shin/Changkat Bukit Bintang, Bintang Walk on Jalan Bukit Bintang and Sri Hartamas in the suburbs of KL are also venerable hotspots with plenty of bars/ cafes/ restaurants/ clubs. I'll expand this tip or write separate ones for each of these areas at some point in time.
Most places don't really have a dress code and you'll be allowed in wearing everything or next to nothing. Maybe guys would want to avoid slippers and shorts though.
