taxis are quite cheap in Kuala Lumpur and they have air conditioning, which other means of transport dont! there will always be taxis outside main tourist spots are safe to travel on. sometimes the driver may charge you more if you say what county your from, so dont say anything and if the issue comes up change the subject or lie!

Midnight surcharge 19 RM is not included.
The fare is inclusive of toll charges.

Taxis: Airport Limo (it really is an executive taxi)
I find the Airport Limo service hassle free whenever i need to get to KL from the airport. Particularly if you have quite a bit of luggage that would not fit into a normal taxi. Its a set price based on where you are going. The taxi's are luxury taxi's, very comfortable.

You go to the counter after passing through immigration, buy a ticket. Look out for the counter that has family van signs on it - its the same business.

Take the ticket to the taxi's waiting and off you go.

Taxis: Airport to Hotel Coupon Taxi
I have decided to use a Coupon Taxi with a flat rate as against a metered/negotiated taxi outside the airport.

I was forced to pay MY Ringgit 92.50 (USD30) for a PREMIUM coupon taxi because according to them, our party of 3 people wouldn't be able to fit our luggages in the STANDARD coupon taxi. This is because the Standard taxies no longer use gasoline tanks but LPG tanks which occupy most of the trunk and that the premium taxis still are using gasoline.

I tried convincing them that we would definitely fit our luggages either in the trunk or inside the car because of two things: 1. our luggages are small and hand-carried only and 2. the LPG concept is not new to us because all airport cabs in the Philippines are also using LPG tanks. The guys at the counter still wouldn't budge maybe because the night before, they raised gasoline prices so they decided to just penalize customers by forcing them to take a more expensive taxi. Still couldn't not understand their reasoning...

Taxis: Getting the best fare possible
Taxi-drivers in Malaysia generally don't like to use the meter, as they will earn more if they set their own prices. So you MUST bargain with your taxi driver . General rule of the thumb is to go to half the price he suggested.

One way of getting a cab driver who will use the meter is to ask the concierge in your hotel to find you such a cab driver.

Taxis: Stop over in Kuala Lumpur: visit the city
When you have a stop over in Kuala Lumpur and have time to visit the city (for example the Petronas towers). Buy your taxi ticket in advance (one way) at the airport itself. It's cheaper then rail or regular taxi transport. On your way back do not grab a cab directly to the airport (it is quiet a distance) but take the taxi to KL Central Station (not Central Station) in the south of the city. Take there te express train back to Kuala Lumpur airport.
