If you have a problem, anything at all, you can call 100 on your mobile and ask for the Tourist Police. They speak English and if you speak another common language you may request one in that language if one is available.
I had a problem with a 'hangers on' that wanted to extort money from me, well $200 isn't exactly blackmail, but when these lovely, kind, professional offices came this young man started back peddling pretty fast. All I had to do was show them the text on my phone and the young man is lucky he can walk in Thamel.
Trust me. The police officers are very wonderful, kind and helpful. You do NOT need to have any fear of the police or other authority figures in Kathmandu. About the bribe issue: which would you rather have happen? You park your rented scooter in the wrong place and when you come for it it is being loaded into the tow truck. A) In the US it would cost at least $200 and you would have to take a taxi out to the impound yard. B) In Nepal you would just pull out your wallet and give someone 200-1,000 Nrs. They will take your scooter off the truck and you can go about your day. If you don't like the bribe system then ask them to do it the legally prescribed way; you won't like that option at all. Given a choice, I would pay the bribe. It works.

Something that nobody, including our guide, told us is that there is a curfew (9pm) on the streets of Kathmandu. We found out by being yelled at by the Police.
Expect to be stopped if you're travelling in a taxi at night in the city. If you're white, black or oriental the soldiers just glance at you and wave you through but if you're Asian it might be a good idea to have your passport handy.
