Not sure how many people have done this and how it can be done? What the road conditions are, etc? But I have heard of a challenging trek of a 2-3 days from Kel to Astore via Shounter Gali. This pass reaches a a maximum height of 4260 m.
There are numerous high alpine lakes on the way, and this is or was a trade route between Neelum Valley and Gilgit-Balitistan terrotory.

This was a little out of the way but the ride up was very spectacular.
Once atop the hill, the views of the valley were stunning.
U'll probably need to have your own vehicle to get up there though.
