In Visayas Region, public transportations like jeepneys are called “Passad” .
The only difference between the 2 is the design of the vehicle. Passad looks longer and rectangular while jeepney has curves.. well, that’s how I see it.
We took Passad when we went to Lacson Street, then when have to tell the driver “Para” which meant that we have reached our destination, the driver doesn’t seem to notice it until one of the passengers called the driver’s attention and said “Lugar”. Since that day, we learned that saying “Para” (in Manila or other parts of Luzon) is way too different from what the people of Visayas Region are used to.
Fare is also the same having a minimum fare of 8Php.

It takes 20-30minutes to get to the city from the airport so the best way to get to the town proper is by hiring a shuttle service. There are many shuttle services parked just outside the airport and the fee is 2,000Php for 8-10pax.

We flew from Manila to Bacolod via the Philippine Airlines and snacks are served on every flight even if it takes only about an hour to travel.
If you wish to fly from any point of Luzon (Metro Manila, Makati City, etc) to Visayas (Cebu City) or Mindanao (Davao), you can choose to ride a ship or airplane. The most common is by airplane since it saves time, convenient but the cost is a little pricey. You can book online for airlines locally and internationally through www.cebupacificair.com and www.philippineairlines.com.
for local flights and cheaper air fares at www.zestair.com or www.airphilexpress.com.
You won't have a hard time to book since the websites are in English language and credit cards are accepted as mode of payment.

Much better if you will ride the Public transportation in Bacolod.....some said all streets HERE in Bacolod are like in a grid.......so there's no way you will get lost in the City proper...
Another thing is that the Negrense's will help you....I can testify for that....:)
This is more economical than hiring a taxi or van...(well it just apply to me because i did this with three other person who have no problem in riding jeepney's or other public transportation here)
All you have to take note is the phrase "Lugar lang" which means sa para sa tabing lang (in Tagalog)....or just in the corner (in English)

You will save a lot of money if you will ride the Shutlle service from Silay airport going to the City....
The fare is only Php 150.00 compared to Php 500.00 if you will hire a taxi...;)
makes a difference dont ya think...........:)
Also when you are in your hotel asked the hotel staff if they cam contact the Airport Shuttle sevice (this time when you are goig to Silay-airport coming from Bacolod).....
My flight is 6:30 in the morning the earliest Cebu Pacific have.........they already have a Shuttle service at 4:10 or 4:30 am.......Price is also Php 150.00 nothing more nothing less....;)

If you don't have a relative in Bacolod and want to do a DIY tour it is a good idea to rent a car and self-drive around Bacolod and the nearby city of Silay and the other towns in the province. This will give you the freedom to explore the historical sights and tourist places that makes the province of Negros occidental a must see destination.
MECA-J tours is one such option for you. We used their services when we toured Bacolod. The management of MECA-J are very professional in their dealing and had the vehicle we rented waiting for us when we alighted the ferry from Iloilo. All we needed to do was sign for the car and off we went!!!

if ur really on tyt budget maybe u can try taking tricycle and just ask them to drop u off where u can wait for a bus or big jeepney that will take you to the downtown of bacolod. im not sure how much will it cost you but i suggest you take the option where u just have to wait for the shuttle bus. more convenient and cheaper.
