There are several options available for you. Upon arrival to the airport, you can hire a van that can bring you to Bais for P1500. Although more expensive it is convenient and can save you time (45 min ).
You can also hire the van to bring you to either the V-hire terminal (air-con van to Bais) or Ceres Bus terminal (non-aircon). In the V-hire Terminal, you wait until the van is full. fare is P50/pax. Fare in Ceres Bus is P40/pax. (P10 per baggage). There is a schedule of bus trips ( i think every 30 min) so the bus will leave even if not full.
You can probably get a tricyle also outside the airport (along the national hway) to bring you to the terminal; Fare will definitely be cheaper than renting van at the airport. This is ok if you are just one or too and without much luggages.
*At the V-hire terminal. our group decided to rent the van instead of waiting for more passengers. We haggled with the V-hire driver and rented the van for P500.
Going around Bais is by tricycle, the rate is P6/pax. If you want to hire the tricycle you only need to negotiate with the driver. We went around Bais for an hour, took pictures of the ancestral homes, the old train and we paid the driver P200.
