We hired this van in our recent Laoag to Pagudpud trip. He also tours around Laoag and Vigan as well.
STAREX 2007 model (van)
Pro - very good airconditioning, very clean, new
Owner - Rodel Luga / Impression - accommodating, negotiable price and tour locations, Laoag-based
Price - P3500 negotiable
Tip: We negotiated for P3000 Laoag to Pagudpud Tour for 2 and the owner agreed. Tell him I told you - Mark ;)

We opted to take the so-called Sleeper bus of Florida for we have our 5yr old daughter with us. To our dismay, The Sleeper was just a seat that could be reclined to a lying position. I think its even narrower than the regular seat. My daughter and I had to share a seat and it was worse than just riding in the regular bus. It was uncomfy. At least in the regular non-sleeper bus, we were comfy to share a seat and even sleep!
Not worth it!

Trike drivers in Laoag can easily tell that you are a tourist. Even though we know the fare is P8.00 per head, they charged us P10.00 each. After our second ride, we brought out all our coins so we can pay the exact amount. End of overcharging! :)

Keeping in mind the holidays and how busy transportation can get in the Philippines during the holidays, I would avoid travel over the Christmas/New Years breaks. As far as travel goes, travel in PI also takes a long time to get from one place to the other, if you can go by air you usually save a whole day. From Olongapo City to Laoag will take a whole day by bus, can your children handle that time without getting too bored? I do believe that there is an airport in that city. Travel by bus is adecent way to see the country but it can get tedious as well. I would advise taking a "delux" bus, spend the extra money and be comfortable, or go by air.
Good luck

After your visit to Paoay Church and the Malacanang of the North located in Paoay, you can move from Paoay to Laoag (to catch a bus to Vigan) using the tricycle via the Gilbert Bridge. Gilbert bridge which is built across the Laoag river connects Batac (14km) and Paoay (16km) to Laoag.
Negotiate with the tricycle for package deal.

From Laoag Partas station, we caught an A/C Partas bus to Vigan at 2.50pm. In order to get Laoag Partas station (make sure you state correctly that you want to go to the Partas station as there are many bus stations located at different areas), take a tricyle there. As usual, you are not able to get your tickets in advance. Be there early as, if the bus is full, it will leave before the designated time. Journey to Vigan takes about 1.5hours and fare is 121pesos.

To move around Laoag, hop on to the tricycle or the kalesa - many of them on the roads. It is convenient and cheap. You can "flag" them down anytime, anywhere .... Short journey : 7.5pesos per ride per person.
