Twelve hours of travelling by bus to Laoag is not my idea of a fun vacation so thankfully I had a Philippine Airlines award ticket. I flew to Laoag on a Philippine Airlines flight on a Friday afternoon and flew back to Manila on a Sunday night.

It is always cheaper to go on a packaged tour (please see website) because Laoag does not have easy access to private transportation (no cabs here!). You always have to hire a jeep or take the tricycle to and from the airport or to places of interest.

If you have plans to go to Fort Ilocandia, make sure that you ask your tricycle driver to wait for you or ask him to come back for you if you plan to stay long. You might end up missing your flight or you might waste a lot of time waiting for transportation to go back.
Tricycles passing by Fort Ilocandia is very seldom. You would be super lucky if one passes by.

Bus Laoag to Manila

There "probably" is a night bus but to my knowledge there is no bus with sleepers in them. You have to get one of the "delux" buses. These consist of much more room and reclining seats. fairly comfortable but you have to make that call for your mum. You may still have to put up with the bad video movies on the bus however!
As far as finding times when it leaves and where it departs, I do not know of a website that tells you bus information, departure times etc...it is the Phillippines. I assume that you are leaving Manila to get to Laoag in the first place? Check there if you can or have your hotel check for you, if they can. The bus will make frequent stops and again, I assume that it would stop in Vigan as it is a major stop for them.
Good luck

going to laoag from Vigan is P80. It's worth it don't worry. . you don't need an airconditioned bus coz you'd burn your head after the trip. Laoag's temperature Sizzles..

enjoy the trip. these minibusses play hippyhyippeee sounds. it's chilling plus the free massage along the trip. so typical on Philippine roads..

Cebu Pacific

Buses stationed in Cubao and Manila bound for Laoag, at less than P600/pax. Night trips would be ideal. But if you're on a tight schedule, take a 50 minute flight to Laoag via Cebu Pacific or PAL (fares may vary depending on dates).
From Laoag airport, get a tricycle to take you to the town proper (P100). your trip starts upon reaching the bridge that connects Laoag from Batac and Paoay.

To get to Batac and Paoay, you can either get a tricycle (which is costly) or jeeps at Rizal Ave.
