As with any taxi in the Philippines, it is REQUIRED that they use the meter, howver there are many cabbies who try to talk you into a flat fee usually much more than the metered fare would be.
My tip: flag down a taxie as opposed to one parked in front of your hotel. If they don't want to use the meter - GET OUT!!
