No smoking!
Legaspi is only one of the few Philippine cities which are able to reinforce the smoking ban effectively. I never saw anyone smoking publicly, when i did, the person was a shameless tourist. I failed to check how this is enforced and violators penalized. Of course, i can't stop anyone who'd want to dare try.... :-)The only spot i found which allowed smoking in the city was on the top of the Lignon Observatory Hill, still a significant distance away from the the common and public area.
