There are tricycles in Legaspi for short distance travel. In our experience, the tricycle drivers charged us flat rate of P15 to P30 depending on distance traveled, and depending if you hailed it on the street or if you got one in line at their terminal. It would be best to ask your hotel security guard or front desk for regular fares so you'll know if you are being overcharged or not.

My first time to fly Zest Air. It was an alternative to Philippine Airlines and Cebu -Pacific Air. Since I didn't have reservation to the last two, I ended up travelling from Manila to Legazpi City via Zest Air.
The staff are pretty new and not well-trained. But, what the hey. I needed a flight right away as I was squeezing my limited time in the Philippines.
I was told by some passengers, that Zest Air have a lot of promotions, so make sure to check on that a month or weeks before your designated flight. As for me, I bought it at an agent who gave me some discount.
It is best to buy your Zest Air tickets at the Manila Domestic Airport. The Zest Air Office is located in front of the Departure area of the Manila Domestic Airport. That way, you don't have to pay a fee for the agent!
Also, make sure that you have some pesos because there is a P200 Domestic Passenger Terminal Fee. It's a non-refundable and the ticket is subject to inspection before you get in to the departure gate!

Legazpi City has a new Central Bus Terminal that is very organized. The buses are well tagged and even their parking spaces. There are many benches where passengers can relax at the terminal.
There are also many stores that sell souvenirs fronting the terminal.
What I noticed is that the bus terminal is very clean, lots of trash cans, no mendicants except the drivers and conductors. There is also a "No Smoking" sign...
It was very pleasant to see the Central Bus Terminal in Legazpi City...The tricycle drivers have also their own parking spaces which was outside the terminal...

From Central Bus Station in Naga City, we rode an airconditioned medium bus of Ravago Tours bound for Legaspi (P120/pax fare).
Seats were comfortable and can be reclined; aircon was comfortably cool; window curtain to block off the sun was clean; driver and conductor were helpful; bus left terminal although it wasn't filled to capacity, BUT... the bus stopped at many towns to pick up passengers...NOT BAD if they took passengers that were waiting on the highway, BUT the problem is, the bus waited for a very long time even though there was no passenger yet. We wasted so much time; we regretted having rode the bus. We could have arrived earlier at Legaspi if we rode a Filcab or GTExpress van from Naga to Legaspi.

We didn't commute by bus from Manila to Legaspi and vice-versa, but if you want to travel that way, Several aircon tourist bus companies ply the scenic Manila-Legazpi route daily at an average 9-9.5 hour travel time. Take the evening bus so you'll be awake the following morning to see the beautiful countryside.

Getting around the City, you can take jeepney or tricycle these two type of transportation are available within the city wherever you want to go, I never saw taxis.
The fare for jeepney is 7 pesos (minimum fare) and for tricycle is much expensive..for special trip you will pay 30pesos

departed legazpi satellite PM6:45 and arrived manila ermita AM4:30 next morning
we took dinner around PM9;00 ,I think it near of naga ,restaurant ,many cagsawa bus gathered there,we ate very nice and cheap food (even filipino standard its not expensive at all just snack inn )
after that
bus stopped chowking in queson after
5hours later the time we took dinner ,comfortable room(toilet) is not inside bus,so people must wait of toilet for 5hours after dinner
and bus is very cold ,u should
bring blanket into bus or u can not sleep there
and the bus must pass mountainious road,its not paved well and very narrow road for
bus to go ..and many accidents happened in that area ,,,,
in short it s dangerous for u to take this route by bus
nice choice is cebu pacific airline or philippines airline ,not bus
bus price is 700peso .check cebu pacific website,price may be not so big difference
and plane is far more safety ,u can cut time and can keep your energy for hard travel in manila
bus is too hard ,it will kill almost 1days of your travel days ...
