Luggage and bags: It's ideal to bring a stroller from Manila to Tagbilaran and a beach bag - a rubber ducky if available for those who'll go on island hopping. And any bag for the city tour.
Clothing/Shoes/Weather Gear: For the city tour which includes chocolate hills, tarsier sanctuary and the like of it, wearing rubber shoes or slippers would be ideal. Shorts and sando would be necessary as the weather could be really hot - don't forget to put on sunblock!
