Once you get to Callao Caves Tourist Zone, you'll find flat bottomed boats waiting to ferry you across the Minoran River (Pinacanauan = cleanest river) to the stairs for Callao Caves for P10/pax/way. If you decide to wait for the "circadian flight" of the resident bats, then it's P300 for the boat rental. Pay the boatman after he brings you back to the take-off point.
It is a good idea to base yourself in Tuguegarao if you want to visit the province of Cagayan. Old Filipino calesa with a twist! The calesa driver seat inside the box-like cariton instead. Calesa is still one of the local modes of transporation in Tuguegarao and a ride would cost P15 per person. It is cheaper here compared to a calesa ride in Vigan (Ilocos) or even in Binondo (Manila).
From our experience, it is difficult to find a cheap (meaning P2,500 below) vehicle to rent in Tuguegarao. A typical day's rent would be P2,500 for a van with a/c EXCLUSIVE of petrol and driver's meal...totalling to a "not so friendly" P4,000~P4,200. You'll be lucky to find one that offers P3,500.Also tried negotiating for a jeepney for the same deal (whole day tour from 10am-5:30pm from Tuguegarao up to Claveria) but was unlucky.
