a definite thing to do is to visit apo island and go snorkeling at the marine sanctuary. the underwater visibility here was pretty awesome and the experience on the whole is fun and breathtaking.
to reach apo island from dumaguete take a jeep or a bus and go down at malatapay market in zamboangita, walk to the pier and take a boat. we took a jeep (P20 one way) going there and it takes about 45mins. in terms of what boat to take the cost depends on the size. a "medium" boat costs P1,500 and a big boat costs P2,500. for these prices the boat will bring you to apo island and wait for you to take you back to malatapay. prices are already posted and regulated by the coast guard so don't expect any haggling. the boat ride takes another 45mins and is a wet experience so make sure your valuables (i.e. camera, cellphone) are well protected.
when you arrive at apo island register at the visitor's office and pay a fee of P100. if you intend to snorkel you'll pay an additional fee of P50. if you intend to rent snorkeling equipment be prepared again to pay more. we brought our own stuff but i did rent a life vest which costs P75. from the office you'll walk for about 10mins to get to the marine sanctuary.
for our daytrip we left dumaguete at around 9am, got to apo island at around 11am and stayed until about 3pm. this should give you enough time to swim and snorkel and have lunch but if you want to spend more time on the island you can either leave dumaguete early or stay the night at the island. we didn't bring packed lunch and ended up eating at paul's diving resort where the food was a little bit on the expensive side. i heard that you can actually have food cooked at one of the eateries on the island but you have to let them know in advance (like right when you arrive) to give them time. otherwise there's only 2 places to eat: paul's diving resort or apo island beach resort and its more expensive.
on the way back to dumaguete we took the ceres airconditioned bus which costs P40 per person.
