If you are not from the Philippines and you happen to be visiting Tarlac, consider spending some time in the malls if you find it hot outside. Locals chill out inside the malls - most of them students and some are retirees. It has become a culture to meet friends in the malls and nobody chases you away even if you just order an item and consume it for two hours or so.
There are two malls in the city centre. All the tricycle drivers (tricycle is the mode of transportation within the city) drop off most of their passengers at these two malls (one near the main church and the other at the McArthur highway). Food centre is usually the main destination but majority of the stalls sell clothes. The shops are far smaller than those in Manila but they are all considered safe. Once they lose their reputation, that's the end of their business, you see. Prices are very affordable. Security Guards are found at the entrance and exit doors so it is kind of safe but you can never be sure so always be on guard of your valuables.
If you need electronic devices, better buy them in Manila.
