There's a "Skytrain" to take you around the airport from one terminal to another; They are frequent, clean (as you'd expect for Singapore), efficient and speedy; I needed to change from one terminal to another so used it on my first visit. The second time i arrived there, I just left the airport, so didn't need this facility

In my case I called the airport 3 hours before my flight from my hostel and requested a car to pick me up, I gave them my flight details and the hostel's address and all the requested details and indeed they sent someone in time, the driver meet me at my hostel's lounge he was very polite and carried my luggage, the bus was so comfy and I was the only passenger, so I didn't had to share it with anyone, I was very satisfied with service...and all that cost me S$9 I guess I was very lucky.
So, don't call a taxi and pay 2 much when you can use the affordable service provided by the airport.
AIRPORT TO CITY
The airport shuttle service offers transport from Changi Airport to hotels in the city. The counter is open 24-hours daily. Please approach the Ground Transport Desk at the Arrival Halls for bookings.

Bus Shuttle Service from Singapore's Changi Ariport to the downtown costs only 8-10 SGD. Its a cheaper option to get to your hotel. You get bus tickets at the airport itself. These bus operators knows all the hotels in Singapore. All you need to do is tell them your hotel name and they will drop you at the doorsteps of the hotel. The only hind side is that you may have to wait till the bus comes. Maximum for half an hour....If you are lucky you also get it within 5mins. They have a periodic departures. You can enquire at the counter for the next schedulled departure
PS: Enquire at the airport and they will help you where the bus shuttle service counter is. It is towards the exit of the airport....Better ask someone......
When you arrive in Singapore, go to the kiosk near the exit for airport shuttle bus. Fantastic deal! It was about $10, and I waited 5 minutes for the bus to take me alone directly to the front door of my hotel. The bus even had a video of sightseeing destinations in Singapore. Sweet!!!
Once you have found your way to Changi Airport from your accommodation and you are flying with Tiger Airways, you will still need to find your way to the Budget Terminal.
There is a free shuttle that will take you there and it leaves from the Terminal 2 exit so just follow the signs there.
Minibus are available, all 30 minutes, from Airport to City main hotels.
A good compromise between taxi's and MRT, efficient and fast enough (depending on the traffic)

Changi airport is one of the best airports I have been to. If you long layover though it can still be a bit of a drag. You can easily leave the airport. There are regular buses to down town Singapore. You get dropped off and picked up at Suntec City. Just make sure you are able to get back in time for your flight. The booking counter is outside immagrations in the main entrance hall. Wait by the counter and not outside as they will take you to the bus.
Singapore Changi Airport provides a very convenient shuttle service from the main terminal to the budget terminal. And best of all it's free. We really enjoyed the ride.
Getting to the airport is so easy. No need to pay extra for a hotel pick up to the airport. Just take the MRT to the airport and shuttle service if you're going to the budget terminal. It's that simple and quick.

If you arrive in Singapore after the operaton hours of the MRT, the cheapest way to get to the city is by Airport Shuttle. It's a 7-seater Mercedes with air-conditioning and movie showing (yeah, there were two LCD monitors showing VCD in the car). Just head to the counter of "Airport Shuttle" next to the exit of the airport, tell the staff where you wanna go and get a coupon, then you will be brought to a car. Pay to the driver when you get off.
The price is fixed at S$7 per person. It's cheaper than taking a taxi!!!
