The best diving in Korea, during winter, is found in Hongcheon.
Located a two hour drive east of Seoul between Seoul and the east sea area, Hongcheon offers a nice weekend get away from Seoul, that isn't too far away.
There are various scuba shops/clubs in and around Seoul. I like Nomadive as they are a Padi 5 star IDC, speak English well, and are a decent group of people to spend a weekend with.
Equipment: Bring your own gear, or rent it from the shop.
You'll want/need a drysuit, and an environmentally sealed regulator that won't freeze up in the cold water.
