Jinju is a small city so if you have a map it is easy to get around on foot. There are buses but you would really need to speak Korean to use them. Taxi's are available and since the downtown area is small you are unlikely to have to spend more than $5.

I travelled to Chinju from Busan. Get Line 2 subway train to Sasang station and Seobu intercity bus terminal is just up the street . It cost 7000 wan each way for the 1.5 hour trip. The bus arrives in Chinju at the terminal north of the river. It's an easy walk from here to the center of town and the fortress.
