Catch a bus that runs from Keelung harbor, (bus stop at Yi 1st Road in front of Bank of Taiwan), it takes you directly to either Jinguashi (end of the line) or Jiufen (get off at 7-eleven). You can also catch the bus at Ruifang train station.
