Get a magazine called Compass Magazine. It has a fantastic map of Taichung city inside.
Use it and learn your way around.
Get a scooter to get around. Its fun. get a mask though and a helmet with a visor at least. full face crash helmets are best. wind in your hair is fine but all the grit, bugs and gravel can make any free spirit grumpy (and injured physically) fast.
it is possible to rent scooters.
If you feel unsafe on a scooter try your luck in the taxis. generally they are ok. They are cheap, but you need to pay a minumum 200NT charge I think... then the meter clicks on.
Buses, well I never tried. Last time I checked they didnt have english schedules or signage so likely they are best avoided. This may have changed since, however, if anyone cares to correct this you can tell me.
Taichung THSR Station
Taichung THSR Station is one of the high speed rail stations in Taiwan. It is located sub-urban district in the southwest of the city center It takes only 30-minutes from the Taoyuan THSR Station. It is a modern station with shops, outdoor garden, lockers, and bus station.
You can take the following FREE Shuttle buses to downtown or Fengjia district.
Shuttle Bus# 159 - To Central Taiwan Science Park
Shuttle Bus# 160 - To Fengjia University
Shuttle Bus# 161 - To Taichung Park/ Downtown.
You can also catch a bus here to Sun Moon Lake or Cingjing Farm.

Buses To Nantou County- Sun Moon Lake
If you are planning to Sun Moon Lake or Cingjing Farm from Taichung, you need to know where to take the bus. Buses to Nantou Country, including Sun Moon Lake or Cingjing Farm, is exclusively operated by Nantou Bus Transportation Co. Ltd.
Nantou Bus website is only written in Chinese. So, it is difficult to read the detail information. You can read the bus schedules online which written in English:

Nantou Bus Terminals in Taichung:
1) Gan Cheng Bus Station:
Actually, this is not a bus terminal like what we imagine. The Nantou Bus Terminal is in one of the shops along Section 1 Shuangshi Road. Go across the street from the Railway Station or use the underpass, then walk North or Left on Jianguo Road, the road will link with Shuangshi Road. You need to walk around 15-minute to reach the shop or Nantou Bus Terminal. Also, it is near the Taichung Park. You can take the Nantou Bus here if you stay near the Railway Station.

2) Taichung THSR Station:
It is much convenient to take the Nantuo Bus in Taichung THSR Station if you stay in Fengjia area. You can take a free shuttle #160. It will get you here without going thru the traffic in the downtown area.
Good To Know: When you are in the bus terminal either in Gan Cheng Bus Station or Taichung THSR Station, check with the staff of any discount package to either Cingjing or Sun Moon Lake. They offer some discount if you buy return ticket combo with attraction tickets and accomodation. The Nantou website states all the promotion in Chinese only, so have your Chinese friend read it for you! Or just ask me!

Public Bus in Taichung
Taichung has many public buses and it is difficult to navigate its routes due to the complication of the street layouts. I would recommend you to take a bus to a district and walk on your own feet to where you want to go. Otherwise, the bus might circle around the district and waste your time wandering around where you should stop.
There are many transport companies running the city buses. The entire public transit system is not well organized.
You can stop by the Taiwan Tourism Office to pick up a Taichung bus map. There is one Taiwan Tourism Office at the Railway Station. I got a map from a friendly local. The map will be useful to recognise a bus number to all the area in Taichung.
