Uncovered manholes! How can they not put the manhole cover back on the sewage system? An indication to me about systemic fauilure and lack of private and public responsibility. So my basic warning is about awareness that Dushanbe's manhole covers may just not be in place.
Bring a flotation device and a good snorkel.

The bigger hotels in Dushanbe are vastly overpriced compared to the services they provide.
Bite your teeth together and go with it, or look for ways of getting a dicount. It helps to have local discounts and getting local price, and this is an option during slack seasons. If on a paid business trip, find a hotel in your price category that is not under refurbishment and move there if the first choice is unbearable.
