You can snorkel but be prepared to be disappointed..
There wasn't anything much to see... Well, I gave up after 10 mins so not sure if there were fishes to see further up the sea...
The only thing that I did was to enjoy Khai Island's sea breeze & relaxing on their beach chair (TB150 for 2)...

Khai Island - A Relaxing Place
Khai Island is a fairly isolated and uninhabited, the small island has a so-so coral reef suitable for snorkeling. A great place to spend the day in complete tranquility, it has a beach on either side...
