The Only Mode of Transpaortaion at Koh Phayam is either take Motor Bike TAXI (50 to 70 Baht per trip) or Rent one until you stay there.
200 Baht per Day Plus Fuel (they will give you tank full and on return you will also have to fill it up) many shops sell Benzine (Red Color) for 50 Baht per liter.
I had rented a bike for 2 days and di dnot used it much so they did not charged me anything. DUM Moterbike rental, on the right after you come out of the pier.
To get to the Kho Chang and Koh Phayam you have 2 options
1. Speed Boat, 15 to 20 passangers. Takes 30 to 40 minutes and cost TB350.00 Two Trips Daily From Ranong to Koh Phayam at 10.00 and 12.00 From Koh Phayam to Ranong 09.00 and 13.00 Tickets can be bought from any hotel, and from many stalls.
2. Slow Boat, full of peoples and cargo. Takes 2 hours, Cost TB150.00 2 trips as well
The Pier at Ranong is pier at Sapan Plaa small street oppsit to the Ranong Custom House walk in and turn right and then left.
Southern Bus Terminal (Sai tai Mai) to Ranong is 9 hours
Most Buses Leave at 20.00 to 21.00 and reach to Ranong early mornint at 06.00

VIP Buses also available (around TB715.00 or so)
Ticket can be purchased in advance from First Floor, Sai Tai Mai, Booth Number 41~43.

On the way back I took the Second Class Bus Cost TB333.00 (stops every where on the way, un comfortable seats, Left Ranong at 15.30 and arrived Bangkok at 02.45 in the morning)
