This may be some help to those heading to Saigon (HCMC).
Below is a site for article concerning volunteer tourist help being offered in District 1 (main tourist area) for tourist visiting HCMC.

According to the article, English speaking youth volunteers will be available in three areas 7 days a week. The volunteers will be wearing blue jerseys and can help tourists not only with questions, but alert police if they feel a tourist has been scammed or threatened.

Sounds like a great idea, that's time is overdue.
