I'm not quite sure where you'd surf at Port Campbell, but it's definitely not near the cliffs of the 12 Apostles, as there's no beach access from the Cliffs.
I also think that along this part of the coastline, you'd probably want to be an experienced surfer.
Equipment: There is a surf shop in most of the beach towns along the Great Ocean Road, including in the main street of Port Campbell.
