This is how I go to work everyday. Just kidding. But there are a lot of paddling clubs on Guam, and the teams often go off-island for competitions.

Rent a car. You can rent a car in Guam for as little as $25/day, but a cab ride might cost you $50 one way.
if you are going to be there for more than 3 days, I suggest renting a 'Boonie Car'. These are 25.00/day U.S., as the taxis are exspensive, and the bus system is very unreliable.
Unless you're in the Navy, you're gonna have to fly.Rent a car. Definately rent a car.

You have to take a plane to get there.Once there it is best to rent a car to get around in.
