Duty Free shuttle, its free, why wouldnt you take it. Last bus is around 10pm though. After that, either taxi or walk.
Rent a car or scooter. Since most flights in and out of Saipan are at really horrible hours, renting a car and using it for storing your luggage while waiting for your flight is a nice option to have.

yes flying in down there is of course the natural choice...since i am in japan, i take Japan Airlines.
now, getting around on the marianas, one can use a ferry or an airplane between saipan, tinian, and rota. within an island its possible to rent a car or scooter. remember to bring ur driver`s license!!! the one from ur home country will do, however, it does not harm to bring an international one in case your original is not in english.
i made a reservation for a car at Hertz, as due to my frequent flyer program, i get a nice discount of 20% and an automatic upgrade :)) and its really convenient to get the car already at the airport, so i can stuff my big luggage in there :))
